Both non-restricted firearms and restricted firearms (handguns) can be used for target shooting. The process is different depending on the class of firearm ; read the following information carefully.

Cancellation policy : Cancellations made more than 48 hours before the course will be subject to a 12 % service fee. Less than 48 hours before the course, registration cannot be modified and is non-refundable.

The PAL is delivered by the Canadian Department of Justice. The licence will be issued once you have filed an application using the form available on the Royal Canadian Mounted Police website.
It is mandatory to have passed both the CFSC and CRFSC in order to apply for a PAL for restricted firearms. If you are applying for the first time, you will need the Form to accompany an application for a possession and acquisition licence for restricted or prohibited firearms to be filled out by a police officer by reporting to the police station which governs your territory of residence.
You must take the Bill 9 competency test if you want to join a shooting club in Quebec. This test is offered by the Fédération québécoise de tir.
You must be at least 18 years old and have successfully completed the CRFSC.
CSFC and CRFSC : a certificate of completion as well as the Canadian Firearms Safety Course Report (Form RCMP 5484) will be sent by email (PDF format) following successful completion of each course.
In Québec, it replaces the Canadian Safety Course on the Handling of Unrestricted Firearms (Form RCMP 5484 / CAFC 332) used in other provinces.
The Report on the CSFC is necessary to complete the application for a firearm Possession and Acquisition License (PAL). About restricted weapons, the CSFC Report and the CRFSC Report must be attached to the application.
If you fail, you will receive a letter by email inviting you to register for a retake of the exam within a maximum of 90 days.
It is not possible to take the CSFC nor the CRFSC under a firearms prohibition order. To take these courses, you must wait until the prohibition period is over.
If you take these courses during the cancellation or prohibition period, they will not be recognized and you will not be reimbursed. You will have to take the courses again and pay the corresponding fees at the end of the cancellation or prohibition order period.
